The pattern is now familiar enough to describe in advance. A polished trading or crypto platform, a WhatsApp or Telegram group full of people posting profits, small withdrawals that work perfectly at the start, then a large deposit — and then a "tax", a "clearance fee" or a "verification charge" you must pay before you can withdraw. There is no withdrawal. There never was.
The first hour decides most of it
Money in a Pakistani bank account can sometimes be frozen before it is moved on or cashed out. Money that has left the banking system, or been converted into crypto and moved to a private wallet, usually cannot be recovered at all. So the order of operations matters more than anything else you will do.
- Call your bank's helpline immediately and report the transaction as fraud. Ask them to place a hold on the beneficiary account and to raise it with the receiving bank. Note the time and the complaint number.
- Stop paying. The "one more fee and your funds are released" message is the scam continuing. Nobody has ever recovered money by paying the release fee.
- Report to the FIA Cybercrime Wing — through its online complaint portal, its helpline, or in person at the nearest cybercrime reporting centre.
- Complain to the State Bank and, where a bank has been slow or unhelpful, to the Banking Mohtasib.
Preserve the evidence before it disappears
Scam groups delete themselves. Websites go offline. Capture everything before you report, not after:
- The full bank transaction record: date, time, amount, beneficiary account number, title and bank. This is the single most important item — without the beneficiary details there is nothing to trace.
- Screenshots of the platform, your "account balance" on it, and the withdrawal request that failed.
- The complete chat history — export it rather than screenshotting selectively.
- Phone numbers, usernames, email addresses, the website URL and any company name or registration they claimed.
- Crypto: the wallet address and the transaction hash. These are permanent and public, and they are what an investigator can actually follow.
What the criminal law reaches
These cases are ordinarily built on cheating and dishonestly inducing delivery of property under sections 415 to 420 of the Pakistan Penal Code, together with the Prevention of Electronic Crimes Act, 2016 — section 14 for fraudulent use of an information system, section 13 for electronic forgery, and section 16 where identity information has been misused.
Where deposits were taken from the public without authorisation, the conduct may also fall foul of the prohibition on unauthorised deposit-taking under banking law, which is what turns a large scheme into a matter the regulator itself pursues.
The civil side, which people forget
A criminal complaint punishes; it does not usually pay you back. If the beneficiary is identifiable and has assets in Pakistan, a civil suit for recovery with an application to attach the account or property before judgment is the route that actually returns money. Move quickly — attachment before judgment is only useful while there is something left to attach.
Crypto specifically
Two things to be honest about. First, crypto is not currently a regulated payment channel in Pakistan and the State Bank has repeatedly cautioned against dealing in it — which means a loss carries no consumer protection framework behind it. Second, once funds reach a private wallet abroad, practical recovery is close to nil unless they pass through an exchange that will respond to a formal request from an investigating agency.
Report it anyway. Wallet addresses and transaction hashes are how large networks are eventually mapped, and your complaint may be the one that connects two cases.
How to recognise the next one
- Guaranteed or fixed high returns. No genuine investment guarantees a daily or weekly percentage.
- You must recruit others to increase your returns. That is the definition of a pyramid.
- Withdrawals require a payment first. Legitimate platforms deduct fees from the balance; they do not ask you to send more money in.
- Pressure and a closing window. "Only today", "last five slots".
- The company cannot be verified. Check the SECP register for a Pakistani company, and check whether whoever is soliciting investment is licensed to do so at all.
- Payment to a personal account whose title does not match the company's name.
And treat one thing as a rule: an investment being promoted to you inside a group chat you were added to without asking is not an investment.
This article describes general remedies under Pakistani law and is not advice on any particular loss. Whether funds can be frozen, and which forum offers a realistic prospect of recovery, depend on how the money moved and how quickly it is reported. Contact your bank and the FIA Cybercrime Wing immediately, and consult an advocate about civil recovery.
